After the Second Nano-War, the existing AIs which had been tied to the international defense grids were dismantled. In the waves of chaos that rocked the world in the aftermath of the war, it is believed that all the AIs were destroyed and their backups lost. There are no known surviving records on how the great AIs were constructed.

After the founding of the Empire of America, King William Rockefeller I ruled that Artificial Intelligence was to be banned. The New Church declared AI to be an abomination unto God, and any research or congress with AI was an irredeemable sin.

While Queen Victoria I has relaxed many of the laws her father passed relating to technology, she has not yet repealed any of the Anti-Singularity laws.
