A Wraith Form is a simulation used for communication purposes. Wraith Forms are generally used by important people to send messages - those with money and power are often to busy to send personal messages. Since AI is forbidden, a proper simulation is difficult. Agents of the VIP in question have the features and mannerisms of the VIP layered over their own. Many of the Queen's announcements and communications are done via Wraith Form from her secretaries.
