Powers represent various things that the character can do that aren't universal. In the Firefly ‘verse these are usually represented as uncommon skills (gun training, chemistry, etc.)

Powers are usually matched with Attributes. You can try to do some actions (like shooting) based on raw Attributes, in other cases (like flying a ship) you can’t do it without training, but you will always be better if you have training.
